Founder & CEO
Bernhard Moerker has over 25 years of experience in management positions as BU leader and more than 15 years as General Manager. Further he acts as non-executive director of a few companies. He has broad management experiences in process technology, plastics and aluminium processing, industrial metal processing and in the sector of coffee and professional coffee machines.
The need to handling intellectual property the right way, in our fast-changing world, is today higher than ever, driven by digitalization in the direction of a new understanding of society. To offer our customers outstanding talents in this field of IP, was the driver to found TIPAG.
Bernhard holds a degree in mechanical engineering (Dipl. Ing. FH) and completed an Executive MBA HSG (university of St. Gallen). He used to be over 20 years the Chairman of the Alumni Executive MBA HSG and is board member of the Alumni HSG.

Keller

A “lateral thinker” and long-time R&D engineer and scientist. At home in most types of circuitry designs and analysis with outstanding power-electronic knowledge.
As a patent analyst and reverse engineer who has been working for over 20 years, he feels at home with any circuit patent: power supply, video, audio, and data transmission; sensors; user interfaces; codec standards; mechanical structures; and reverse analysis of IC’s. His creativity in viewing patents in different applications is outstanding. He is the holder of 31 granted patent families and 83 publications.
Additionally, he has been involved in many large patent portfolio analyses, selecting the best patents for further processing. For many years, he took part in claim review committees, either for filing, amending, or, if necessary, dropping. At last, he is a great inventor in many fields and uses this knowledge to improve patent applications during the process.
Tony holds a MSc degree in “Signal Processing, Communication Technology & Radio-Frequency” from the Swiss Federal Institute of Technology (ETH) and has completed postgraduate studies in “management & leadership”, and education. He is a part-time lecturer at the University of Applied Sciences for electronics, patents, and innovation.

Luc has a long-standing experience in the creation of patent infringement proofs and attending the corresponding patent licensing talks as a technical expert. He has many years of experience in reverse engineering work on power supplies, consumer electronics, and communication products. He provides in-depth knowledge of broadcast and communication standards like DVB, H.264, WiFi, Bluetooth, DOCSIS, DSL and others.
He has deep experience as a development engineer in power electronics and digital TV technology. He also worked a lot on E‑payment, EV charging, and car navigation technologies.
His interest in technical features and devices and his ability to thoroughly analyse patent claims and standards have allowed Luc to identify numerous patent infringements that have considerably increased the licensing income of the company he worked for.
Luc holds an MSc degree in communication technology from the Swiss Federal Institute of Technology (ETH) and completed postgraduate studies in Intellectual Property at the ETH. He is the inventor of five patents on power electronics and digital TV technology.
Rudi
Weber

Rudi Weber focuses on patent analysis regarding evidence of patent infringement in products, defending patent infringement, and assisting in patenting and licensing processes. This expertise has helped to conclude dozens of license agreements.
In addition to reverse engineering such as IC tracing with subsequent circuit analysis, Rudi has also focused on identifying patent infringements in various multimedia standards (DVB‑x/-x2, ATSC3.0, etc.).
Rudi was and is involved in various technological developments as a technical expert. Rudi’s main areas of interest are bidirectional multigrid PFC/DC-DC converters up to 100kW, RF power amplifiers/EMC and wireless power transmission.
Rudi Weber holds a BA in Science in Communications, a postgraduate in Chip Design at HSR-Rapperswil, and a Mobile Communication course at ETH Zurich. He is the inventor of several granted patents.
Fabian

Passionate engagement for mobile applications and wireless technologies. Fabian has spent intensive 10 years in managing the mobile phone patent discussions. He is well aware of the Smartphone-Wars and knows about the opportunities and risks involved in such fields of disputes.
He consults his clients in a very proactive way. As a technical counsel he participated to many rounds of patent discussions with the Licensees and external Patent Counsels in order to defend his position.
Fabian holds a BA of applied science degree in Electronics (2006) and is an inventor of several patents which were developed in the frame of his work in the area of User-Authorization for mobile devices and Video-conferencing. Fabian is familiar in working with many industry standards such as 3G, 4G (PHY to RRC), MPEG4, WiFi, DVB, etc. and he provides unconventional approaches in order to identify patent infringements. Fabian contributed to SW-Hacking and IP-Traffic manipulation.
Rolf

Rolf is a specialist for memory read-out and content analysis. He extracts a memory dump (eg. with a Logic Analyzer or software executed on the target device) in order to apply his self-programmed content analysis software.
He is an expert for accessing Linux based devices (eg. DTV, STB, Mobile Phones etc.) and SW-hacking.
Rolf is familiar with DVB broadcast technology, especially with interactive HbbTV standard.
Rolf has more than 14 years of experience in patent infringement analysis and documentation. He has testified at the court in Germany to support the attorneys successfully.
Rolf is inventor and co-inventor of several granted patents and holds a BA degree in Electronics (2003).

Before starting my career as an electronics apprentice in 1998, I was captivated by consumer electronics, leading to a bachelor’s degree in Telecommunications in 2006.
Over the course of my over 17 years as an infringement analysis engineer, I have been involved in analyzing patents, devices and technologies in various fields. These included OSD, user interface, hardware, bus systems, memory management and video compression (MPEG2, MPEG4, HEVC). I also worked on mechanical implementations and researched network technologies such as WiFi, Bluetooth, NFC, LAN and WAN, and their respective standard documents.
During this time, I actively participated in patent discussions and carefully evaluated portfolios of over 1,500 patents. Both as an inventor and co-inventor, I have contributed to several granted patents.
In recent years, I have expanded my expertise to include devices in the areas of analytical blood safety, infectious diseases, life sciences and infrared spectroscopy.
Michael
Meyer
Consultant as Patent Expert & Technical Specialist
Analyzing patents and mapping their claims to current products in the CE domain, such as TVs, STBs, PVRs, cameras, mobile devices, and more, has been Michael’s passion for more than two decades. Creating technical infringement proofs and his experience in standards, for instance, DVB, ARIB, and internet broadcasts, GUIs, recording, and network solutions, have helped him support the team in concluding licensing deals successfully. He also joined patent talks with the licensees to support the legal department by explaining technical insights if needed.
Leading a small team on several projects for various market areas, such as Europe and Asia, and evaluating several patent portfolios with respect to acquiring or selling them has also been on his task list.
For recent systems engineering tasks, Michael gained expertise in mobile communication in distributed and limited-bandwidth networks.
His curiosity in electronics all along led him to a BA in applied science in Electrical Engineering, which made him a co-inventor of patent filings.
